Improving Dakar’s urban governance for an energy and ecology transition to strengthen resilience to climate change
Overview of the project
The improvement programme of urban governance for an ecological and energy transition with the aim to strengthen resilience works at the participative conceptualisation and implementation of a Local Climate and Energy Plan (PCET) for the city of Dakar. It aims to bring mitigation and adaptation vision and action plans to tackle the effects of climate change, in accordance with the Nationally Determined Contributions.
The main goal is to mobilise a important number of citizen on energy and climate challenges through :
- a learning platform (Dakar acts for Climate)
- the implementation of a pilot energy efficiency project
- the modelling of an intervention approach for a change of scale in the coutry and the sub-region.

The city of Dakar has a local authority status under the 2 march 1996 96/06 law, which establishes the Local Governments Code. The City is recognised as a legal entity and is endowed with financial autonomy. It is divided in 19 fully functional districts, each run by a Mayor.
Dakar’s mission is , as for all communities, on one hand “ the conception, the programmation and the implementation of economic, educative and social development actions”, and on the other “to ensure to all peoples, without any discrimination, the best conditions of living”.
