Lessons learnt and feedback from previous experiences show that the process of drawing up a PAAEDC using a municipality’s own funds appears to be difficult, given the financial and technical resources to be mobilised and the excessively long duration of the process. The current challenge is therefore to offer Cameroonian municipalities that are signatories to the CoM SSA and wish to draw up their PAAEDC a methodology that will enable them to produce a climate-energy plan with few resources and in a relatively short space of time. This guide therefore provides an answer to the question “How can we do things more simply with fewer resources?” Hence the importance of this guide.

To date, one commune in Cameroon has drawn up its PAAEDC+ efficiently (taking less time and requiring less financial effort). This is the commune of Kribi 1er, and many other communes are in the process of drawing up their own.
