Regions Act! CPMR Regions acting for climate neutrality
The Conference of Peripheral Maritime Regions (CPMR) brings together over 150 regions from 24 EU Member States and beyond.
Overview of the project
The Regions Act! initiative aims to gather the contribution of the member regions of the Conference of Peripheral Maritime Regions (CPMR) to the European Green Deal and the Paris Agreement. Regions Act! therefore covers more than 150 regions from 24 EU Member States and beyond, representing almost 200 million citizens.
In addition, Regions Act! also aims to promote the exchange of good practice and twinning as well as to support the ambition and action of regional authorities in the fight against climate change through thematic meetings and excursions, an interactive map, and a report based on a survey of CPMR Regions.
Regions Act! focuses on six macro themes:
- Mitigation strategies
- Adaptation strategies
- Stakeholder inclusions
- Territorial vulnerabilities
- Cohesion funds
- Just transition
To collect CPMR members' contribution to the European Green Deal and to promote the exchange of best practices to support regional authorities' concrete actions.

Based on a survey of CPMR member regions:
- 37% of the responding regions show an ambition higher than the objective of climate neutrality by 2050
- 92% of respondents said that they were striving to involve a wide range of stakeholders in the fight against climate change
- The sectors most exposed to climate change according to respondents are agriculture (38%), infrastructure (35%) and health (35%)
- 73% of respondents have impact studies on the environmental and social effects of climate change on their territory
- The top three sectors requiring support to achieve climate neutrality are industry (35%), skills and employment (32%), and transport (28%)
Regions Act! has been at the centre of several meetings of the CPMR Climate Task Force as well as events organised at COP 26, in the framework of the European Climate Pact and in the SEArica Euro-Parliamentary Intergroup.
Regions Act! not only shows the ambition of the regions but also, among other things, that:
- Regions are an essential level of governance, ensuring the coordination of actors on the ground at local level and cooperation between national and local levels. They are the basis for a dynamic multi-level and multi-stakeholder approach.
- Regions can mobilise existing funds to better integrate them into their climate action.
- The notion of just transition is intrinsically local.

The Conference of Peripheral Maritime Regions (CPMR) brings together more than 150 regions from 24 EU Member States and beyond.
Representing nearly 200 million citizens, the CPMR works for a more balanced development of the European territory. It operates as both a think tank and a lobby for the Regions.
Since its creation in 1973, the CPMR has focused its action on ensuring that the needs and interests of its member regions are taken into account in all policies with a strong territorial impact.
Its main focus is on social cohesion, energy and climate policies, economic and territorial policies, maritime policies and blue growth, and accessibility.
