Renewable Energy Development Programme (PRODER)

The programme aims to improve the overall energy and environmental context of the Fatick region in order to facilitate the population's access to sustainable energy services through the development of renewable energy and the optimisation of resource management.

Overview of the project

The PRODER approach is based on strengthening existing synergies between different economic activities linked to the use of forest resources, and the development of alternative and renewable energy sources. It is an integrated approach that helps populations adapt to the multiple effects of climate change, and to the socio-economic and environmental challenges of their territory.

The involvement, reinforcement, and support of local authorities, and all territorial actors in the implementation of the activities constitute a basis that guarantees the sustainability of the actions over time.

The programme’s activities are divided into two thematic axes, Natural Resource Management (NRM) and Renewable Energy and Entrepreneurship (REE), each of which is divided into two components:

  • The NRM axis consists of strengthening the protection of forest ecosystems through the training of territorial actors (elected officials, technicians and local leaders,) and their support for the participatory development, as well as through the implementation of the Forestry Development and Management Plan (PAG). The project also aims to support various forms of reforestation, appropriate to the region’s varied environment.
  • The ENR axis consists, on the one hand, of supporting, and progressively empowering the regional artisanal sector for the production and distribution of improved fireplaces / stoves by reinforcing its actors; on the other hand, it consists of promoting renewable energies through the organisation of an annual trade-fair with national resonance, and the accompaniment of entrepreneurs in the creation of income-generating activities based on the use of solar energy.

Quantitative results
  • Support for 194 economic actors (including 121 women): producers and distributors of improved stoves, solar energy entrepreneurs, nurserymen, etc.
  • 419,830 trees planted, from 30 nurseries, by several thousand planters in 32 communes in the region
  • Accompaniment of the process and implementation of development and participatory management plans for 21,255 ha of 13 forests and the 105 villages surrounding them.
  • 3 editions of the Fatick renewable energy fair
  • 3,124 people made aware of the importance of preserving forests and the use of improved stoves
  • 42,488 improved stoves produced between 2016 and 2020, generating a turnover of 321,682,500 CFA francs and saving about 98,323 tonnes of CO2e emissions
Qualitative results
  • No forest fires in the areas in question since 2017
  • Improvement of the population’s living environment through regreening (densification of the grass cover, return of wildlife, protection against winds, etc.)
  • Increasing involvement of communities in the activities (15 communes involved technically and financially in 2020)
  • Growing involvement of the population in preservation and enrichment activities (3194 planters in 2020) and increasing requests for tree support.
  • Change in people’s behaviour towards the forest (less cutting, agricultural encroachment, etc.) and strengthening of social cohesion
  • Development of numerous partnerships in recent years (see “other partners” section)
Financing

The PRODER is mainly financed by the Nouvelle-Aquitaine Region. Contributions from the Agence Française de Développement, the Léa Nature Foundation and the BEL Foundation supplement the budget, as well as those of local authorities and partners.

The Regional Development Agencies (RDAs / ARDs) were created in 1996 to provide a framework for assistance to communities in all areas of activity related to local development. The Fatick RDA (ARD) therefore supports the coordination and harmonisation of the interventions and initiatives of 40 communes and 3 departments – Fatick, Foundiougne and Gossas – in the field of local development: planning, project management, decentralised cooperation, local economic development, etc.

Furthermore, in relation with its various partners (projects, programmes and NGOs) and through protocols, PREDA implements actions in various fields, in particular the environment, natural resources, agriculture and climate change.

In carrying out its various missions, PREDA mobilises the deconcentrated technical services according to the development issues in order to meet the demands of local authorities.
