Overview of the project
The development of a Sustainable Energy Access and Climate Action Plan (SEACAP) by STMA emerges as a strategic blueprint for tangible action across climate mitigation, adaptation, and sustainable energy access. This plan, guided by rigorous analysis and stakeholder engagement, aims to translate long-term sustainability goals into actionable steps with defined timelines and responsibilities.
Ghana’s commitment to the Paris Agreement underscores its dedication to limiting global warming and advancing nationally determined contributions (NDCs). Recognising the pivotal role of local governance, initiatives such as the Covenant of Mayors for Sub-Saharan Africa (CoM SSA) support entities like the Sekondi Takoradi Metropolitan Assembly (STMA) in fostering sustainable urban development and climate action. Through collaborative efforts and strategic planning, CoM SSA empowers local governments to transition from planning to implementation, facilitating access to climate finance and bolstering resilient infrastructure. With funding support from international partners such as the European Union and the German Ministry of Economic Cooperation and Development, CoM SSA’s initiatives align with global sustainability agendas, including the Team Europe Green Deal and the African Union Agenda 2063.
The purpose of the project includes undertaking a comprehensive analysis, developing the STMA SEACAP, documenting the process, and formulating recommendations for seamless integration into Ghana's planning framework.

35 different organisations whose work affects or contributes to climate change have been engaged while 233,790 household population have been reached.
Focus group discussions threw light and served as directional guidance on data availability. The data assessment for STMA reveals a broad array of available information on various aspects pertinent to the region. The identified gaps in data related to climate change mitigation within the Sekondi-Takoradi Metropolitan Assembly (STMA) reveal several critical issues. Firstly, there is a lack of baseline emissions data at the sub-national level, making it difficult to establish accurate emission reduction targets. This gap necessitates the collection of primary data or engagement with the Environmental Protection Agency (EPA) for access to their emissions monitoring data. Secondly, while vehicular population and fuel types data are available from the DVLA, there is no comprehensive data.

It provides basic socio-economic services and infrastructure, tackles climate change, provides sustainable energy initiatives and drives local economic development. It is also responsible for the security and maintenance of peace and is headed by the Mayor who is the representative of the President of the Republic of Ghana. We are currently preparing a SEACAP, Voluntary Local Review (VLR) Report and Co-creating a strategic Water, Sanitation and Hyigiene (WASH) Plan for low-income communities.
