COP28: What to expect from the first Global Stocktake of the Paris Agreement?

COP28 to be held from 30 November to 12 December 2023 in Dubai, United Arab Emirates, will mark eight years since the Paris Agreement was signed. State Parties will review and assess the « collective progress » made towards the achievement of the agreement and its long-term goals, in the first ever Global Stocktake.

This note published in April 2023 by Antoine Gillod, Director of the Global Climate Action Observatory, reviews the process, its timetable and the main issues at stake in the Global Stocktake, notably the question of the contributions of non-state actors to the UN process – which is focused on states – and the need to assess the progress of companies, local governments and civil society organisations.

Climate Chance and World Benchmarking Alliance, which assesses the contribution of companies to the SDGs, expressed a common position at the February 2023 UNFCCC consultation to encourage non-state actors to move from commitment and transparency to performance and impact on their emissions. The two entities, together with the Réseau Action Climat, will continue to work together to assess non-state actors’ climate action and progress.
