The Global Climate Action Report provides an overview of the commitment of three types of non-state actors: companies, cities and regions. It first aggregates and analyzes the emission reduction and net-zero targets set by these players, before assessing their ambition in relation to the IPCC scenarios, and finally estimating the progress made in implementing them.

The Global Climate Action Report is the fourth in a series of publications led by the Data-driven EnviroLab, an interdisciplinary group of researchers specializing in large-scale data analysis.
ā¢ Targets: 3,020 quantifiable emission targets have been set by local governments (cities and regions), 82% of them in Europe (EU + UK). 860 million people are covered by these targets, or 11.5% of the world’s population. 448 players have set more than one target. The number of committed players has been halved since 2020 and the pandemic. 70% of local governments that have set a quantifiable target have measured their emissions on at least one Scope. Less than 5% have reported their Scope 3 emissions by 2022. 592 companies have set a net zero target, and 3,224 local governments have set a Ā«Ā net zeroĀ Ā» or Ā«Ā zero emissionsĀ Ā» target. These are mainly players in the USA, Europe and Australia.
ā¢ Ambitions: 10% of local government targets in the Global North are considered Ā«Ā ambitiousĀ Ā», aligned with 1.5Ā°C or 2Ā°C trajectories based on IPCC scenarios. 70% of corporate targets are aligned with a 2Ā°C trajectory, and 45% with a 1.5Ā°C trajectory.
ā¢ Progress: Overall, 46% of local governments and 75% of companies are considered to be on track to achieve their targets.
