Vulnerable groups bear the brunt of accelerating crises, highlighting the need for citizen and community agency. EU policies must prioritize community-based adaptation both within and outside Europe, integrating mitigation and adaptation efforts across all crisis levels (climate, biodiversity, pollution) for effective and holistic solutions.
