Objective of the plenary
The objective of this plenary is to better understand how decentralization promotes the implementation of climate & development policies and actions at the local level, with the need for better articulation between the different roles of local and non-state actors working on the ground.
Themes to be discussed during the debate
- How does decentralization promote climate policy and action in Africa?
- What are the necessary means for implementing the processes of decentralization in the context of Africa?
- Which role for the national authorities and subnational authorities with the local non-state actors in terms of climate policies and action?
- Why is local authorities’ action legitimate in combating climate change?
- How can the implementation of climate mitigation and adaptation actions be amplified effectively at the local level in Africa through decentralization? More finance, cooperation, training, building capacity, etc.
- What is the role of local authorities in fighting climate change; bringing together local actors like NGOs, businesses, researchers, youth, women’s organizations, indigenous people’s organizations, etc.
- How do we develop a culture of reporting and evaluating implemented actions to better monitor local climate action?
- How can the availability of quality climate data improve the process of sharing information on climate action?
- How can local climate action enhance the implementation of the NDCs ? Are Locally Determined Contributions (LDCs) the solution for accelerating climate action?
