Urban planning for climate adpation at local level

Description

Ecological planning in France is structured across multiple levels (European, national, regional, and local) in order to ensure a coherent adaptation to climate change. The European Union sets long-term strategic goals, such as climate resilience by 2050 and carbon neutrality. France translates these ambitions into national strategies, including the PNACC3 and the Climate and Resilience Law. However, their territorial implementation faces a number of challenges: lack of coordination, insufficient funding, and regulatory rigidity.

Local authorities plays a key role in this process by incorporating territorial specificities into planning documents such as the SRADDET, PLU, SCoT, and PCAET. Strengthening a more coordinated and participatory approach is essential, using the framework of planetary boundaries to adapt global objectives to local realities.

This workshop aims to enhance the alignment between European policies and local actions.
